This is fairly typical of old office buildings. The structural slab was poured then the nailer boards (called sleepers) went down and typically the space between was filled with a non-structural lightweight concrete. Then the hardwood would be put down.<br /><br />Yes, it is great to have this job in lean times, also great to get this building rehabbed. As you can see, it needs it. What function did these once serve? Nailers? Some outmoded construction technique? BTB, congratulations on getting this job.
